It's not a garter snake. Garters have stripes that run lengthwise down the snake's body.

My only other guess would be a rat snake, but the head doesn't look right.

The dorsal pattern does somewhat resemble that of a ratsnake, but it is not a ratsnake. One of the keys to this snake's identity are the squarish markings running down the sides of the body.

After really looking at the pic closer and being that it's from Va. my guess would be a different lookin' northern water snake!

David Means is the winner! The snake is a juvenile Common Watersnake (Nerodia sipedon sipedon). The common name "northern watersnake" was changed to "common watersnake" in 2008.

The Banded Watersnake (Nerodia fasciata) and the Foxsnake (Pantherophis gloydi) do not occur in Virginia.

Don, Identifying an animal with a single photo, without location information is much more difficult than identifying it in hand.
